South Carolina Manufactured Housing Board Consumer Complaint Procedure
A consumer complaint against a licensee may be made to the Board on the official complaint form Document # 175. (pdf) The complaining party is responsible to ensure that all necessary information is included on the complaint form and the completed form should be mailed to the Board at Post Office Box 11329, Columbia, South Carolina 29211-1329. Once the Board receives the complaint, a determination is established as to whether any actions can be taken. The consumer will be notified, by letter, of the date and time an on-site inspection will be conducted or that this office is unable to assist them and the reasons why. If an on-site inspection is to be conducted the manufacturer, dealer, contractor, installer, repairer or a representative must be present. These parties may contact the consumer prior to the scheduled inspection date to resolve the problems, which were noted. It is recommended that the consumer allow either or all to proceed with making corrections. If the complaint is resolved prior to the date scheduled by this office, please notify this office immediately so that staff may cancel the inspection, and advise all concerned parties that the problems have been corrected. Should this office be unable to assist the consumer concerning their complaint, they may wish to seek legal counsel to determine any other avenue for resolution
Complaint Jurisdiction
The Board has jurisdiction for the following compliant categories only:
- Structural;
- Plumbing;
- Setup/Installation;
- Electrical;
- Mechanical;
- Contractual; and
- Deposit Issues.
This office cannot address "cosmetic" problems. Cosmetic items include but are not limit to:
- Furniture;
- Appliance scratches;
- Accessories;
- Carpet or tile colors, shades or thickness;
- Decks;
- Steps; and
- Underpinning etc.
